Since Deng Xiaoping's "open market" reforms were implemented in 1979, foreign banks operating in China have faced considerable restrictions on their business activities. Even after China's accession to the WTO in 2001, foreign banks were only allowed to promote limited foreign currency services in numerous, as a result of which their market share in the Chinese banking sector has remained low.
