Reform Process of State-Run Enterprises

□ Phase one (1949 ~1978): Nationalization of private and comprador capital.

• Nationalization of private capital is divided into state ownership and collective ownership whose rights are exercised by central and local governments, respectively.

• From 1953, agriculture, handicraft, commerce and industry were left in the hands of the state.

• Distribution of public ownership surged from 21.3% in 1952 to 92.9% in 1978 with increasing participation of private business owners in public-private partnership management.
