In October 2010, the National Development and Reform Commission (NDRC) announced the bill to introduce a progressive tax system for household electricity rates with the purpose of setting three stages for electricity use at home. Analysts say that the new rate systems are based on overly low estimations of urban resident' s electricity use, and will eventually benefit them. In addition, the recent reform may have only a limited Impact on the overall economy, as households account for only 12% of total electricity use. Further efforts to come up with solutions are necessary. One option will be to develop smart grids, which will also resolve the conflict between different fields over electricity, promoting health development.
