1.China Goes for Three-Network Convergence Plan

□ China adopted a three-network convergence strategy to keep abreast with the world's industrial development trend.

- Network convergence trend of the world

• The US amended the Communications Act in 1996 and, at the same time, set up the Federal Communications Commission (FCC) to ensure the integrated supervision and management of telecommunications and cable TV operations.

• In December 2000, the UK government inaugurated Ofcom, a government organization set up to regulate the areas of broadcasting and telecommunications, which was created by merging five existing regulators, including the OFTEL and the Independent Television Commissions (ITC).

• Hong Kong's PCCW is the first telecom company in the world to realize three-network converged services that simultaneously offer voice, data and TV services.
