In his State of the Union address in January, US President George W. Bush unveiled the Advanced Energy Initiative to help break US dependence on foreign energy sources. Saying that "America is addicted to oil, " he proposed a 22% increase in the R&D budget allocation for a "lean-energy research." Specifically, Mr. Bush described bioethanol as one of alternative energy sources that can be cost competitive over ethanol derived from fossil fuel by 2012.
